Completeness tells you what is written down. It does not judge whether it is good.
Setu shows how much of your brand is written down as a percentage, and lists what is missing.
It is a coverage measure. It counts whether a rule exists, not whether the rule is any good — that is the pre-ship check's job, and mixing them would let a brand full of confident nonsense score perfectly.
Deciding that you have no motion guidelines counts as answered, not missing. A considered "we do not do this" is a decision, and we will not keep nagging you for having made one.
Your AI tools can read the gap list too, which is the useful part: an assistant that knows your voice is undefined can ask you instead of inventing something.
